The first meeting of the Florida Migrant Parent Advisory Council (FMPAC) for the 2024-2025 school year took place on September 20-21, 2024. Dr. Carol Garris, FMPAC Director, welcomed members and called the meeting to order. A total of 10 members and district representatives attended, in addition to four PAEC representatives.
Updates from FDOE-MEP/FMPAC
Dr. Carol Garris: FMPAC Director Dr. Carol Garris, PAEC’s Federal Programs Manager, and new FMPAC Director, welcomed all parents and district representatives present and thanked them for attending the first FMPAC meeting for the school year 2024-2025. Dr. Garris proceeded to inform parents of the FDOE updates. First, Dr. Garris discussed the responsibilities of each FMPAC member district. All FMPAC member districts must share the information presented at all FMPAC meetings in their districts. The main purpose is to ensure that each district's representative keeps all their stakeholders informed of the information presented during the FMPAC meetings. Each district MPAC will be responsible for sharing the agenda and participant sign-in sheets of those in attendance and reporting this information to the FMPAC Director. Next, Dr. Garris shared information about the upcoming National Migrant Education Conference. The conference will take place on April 13-16, 2025 in San Francisco California. FMPAC parents were encouraged to present at the conference like many have in previous conferences. Information on the availability of funds for travel will be disseminated to FMPAC members as soon as it is available. Lastly, participants were informed of an upcoming course facilitated by FMPAC for local MEP directors on how to establish effective MPACs. Districts will be informed of the availability of the course when it is ready for registration. |
MEP-Comprehensive Needs Assessment: Part I & 2
This year, all local Migrant Parent Advisory Councils will be participating in the process of the Migrant Education Program’s (MEP) Comprehensive Needs Assessment (CNA). FMPAC’s participants will be part of the Needs Assessment Committee (NAC) that will contribute to the development of the CNA. As described in Non-Regulatory Guidance: Education of Migratory Children under Title I, Part C of the Elementary and Secondary, the main purpose of the CNA is to guide the design of the Migrant Education Program at the state level. Service Delivery Plan: Part I & 2 The data collected from the CNA at FMPAC will be used to develop the Service Delivery Plan (SDP) which will inform strategies and plans for the suggested statements that target the needs of migratory children that have been identified as Priority of Services (PFs), Identification and Recruitment (ID&R), parent involvement and exchange of student records. During the meeting, participants worked on a series of activities as part of the CAN that included analyzing common areas of concern identified by the Migrant Education Program and, they also identified new areas of concern from their specific counties. Closing/ Questions Dr. Garris concluded all presentations and thanked all participants for their great collaborations during the activities. The FMPAC President made a motion to conclude the meeting. Jacqueline Parra made the first motion to close the meeting. Dahlia Peña second motion to close the meeting. The motion passed unanimously, and the meeting concluded. |
