MIGRANT EDUCATION PROGRAM
ARTICLE I - Name and Purpose Section 1 - Name
The name of this organization shall be the Florida Migrant Parent Advisory Council (FMPAC).
Section 2 - Purpose
The purpose of the organization shall be to advise the Florida Department of Education on issues concerning program implementation. Section 3 - Responsibilities
A. To review input submitted by the Local Operating Agencies and establish a priority of recommendations and concerns on a statewide basis for presentation to the State Migrant Education Program (MEP) Director or her/his designee. This may consist of the following:
C. The Florida Migrant Parent Advisory Council shall have no power to enter into contracts or to obligate public funds in any manner. No member shall make commitments on behalf of the council, nor shall the council have authority to make commitments that obligate the State Migrant Education Program Director or her/his designee, Florida Department of Education, or the Local Operating Agencies.
Section 4 - Composition
The Florida Migrant Parent Advisory Council shall consist of a maximum of 25 members and a minimum of 12 members should be parents - (5) members should be representatives from the Local Education Agencies.
Section 5 - Meetings
A. The Florida Migrant Parent Advisory Council will conduct at least three (3) official meetings per year. The frequency of other meetings will be determined by need and subject to approval of the State Director or her/his designee.
B. The FMPC meetings shall be open to all interested parents or delegations. The President is not required to recognize any person or delegation requesting to make a presentation unless the person or delegation requesting to make a presentation has made previous arrangements with the President and the executive committee to be placed on the agenda of the meeting.

- Planning
a. The review of the State Migrant Guide for Identification and Migrant student recruitment and review it annually.
b. Review the Comprehensive Needs Analysis (CNA for its acronym in English) of migrant students 0 to 21 years old. - Operation
a. Assisting in securing parent’s view points
b. Examining project reports and providing parent input and comments.
c. Reviewing and commenting on current and proposed federal and state legislation.
d. Reviewing and making recommendations on needs reports, and surveys prepared by other agencies on migrant children.
